Hawaii combines a state fee, a state weight tax and a county weight tax that differs sharply between islands.

Each county council sets its own rate under HRS 249-13, which is why the same car costs several times more to register on Oahu than on the Big Island. Net weight means the manufacturer shipping weight plus 100 pounds for passenger vehicles.

Since July 1, 2025 electric vehicles pay a mileage-based road usage charge of 0.8 cents per mile, capped at $50 a year and measured from safety inspection odometer readings. Through June 30, 2028 owners may elect a flat $50 instead, which is what this page assumes.
