Iowa Code 321.113. The weight portion stays the same until the vehicle reaches 12 model years, at which point the whole fee becomes a flat $50.
The weight Iowa uses includes the battery, heater, bumpers, spare tire and wheel. That is written into the statute, so a curb weight from a spec sheet is usually close enough but not identical.
