The county surtax only touches the first $5,000 of the price, so it adds at most $125. That means the real combined rate on a $40,000 car is about 6.3 percent, not the 7.5 percent you might expect from the headline county rate. The surtax follows your home address, not the dealer’s. Nonresidents can pay their home-state rate with Form DR-123.
