The 4 percent excise replaces both state and municipal sales tax, so nothing is added on top. Dealers do not collect it; you pay the county treasurer within 45 days. Trade-in credit works in private sales too. If you already paid a similar tax in any other state, South Dakota charges you nothing.
SDCL § 32-5B-11 “If any motor vehicle has been subjected previously to a sales tax, use tax, motor vehicle excise tax, or similar tax by this or any other state or its political subdivision, no tax is owed to this state if the tax has been paid by the applicant”
