The statute and the actual bill do not match. The Department of Revenue publication still describes the manufacturer rebate exclusion as expiring June 30, 2024. The current statute has no sunset, so rebates remain excluded.

Buying the car is only half the cost. You still owe an annual registration fee.
Trade-in credit is full and uncapped, and it works in private sales too. Since January 1, 2025 there is an extra break: if you sell your old car privately within 120 days of buying another, that sale amount is credited like a trade-in.
